He has used rumor, lies, defamation and calumny--can I get some humor in there?
Arbusht'o is full of bullshit. But he has been caught. When he was a boy, witches used to threaten him with magic. Sometimes, the threats became true. So, Arbusht'o was prone to think magic really worked. For a long time, he was scared of the witches. But now, as a grown-up, he is not afraid anymore.
He also wants good things for his island. He wants to unify the island villages to create one nation. He has great plans for Usame, things that can bring wealth and well-being to Usameans.
He is not the typical evil villain. He is more like Cesar Borgia: He is a power addict, but with the dream of national unity.
He is going to need a common enemy, common heroes, common goals. And, if there is no enemy, he will have to make up one. Here is where the coffee prohibition makes sense.
